Record Lock error when opening Legacy in Windows 10

Right click the Legacy shortcut icon on your desktop and go to Properties and then go to the Compatibility tab. At the bottom put a check mark in the *Run this program as an administrator*  That will set the option permanently. Now try and open Legacy as it should open fine now.
