Locking files are temporary files that automatically delete themselves when you close a program that uses MS Access databases. Sometimes they don't automatically delete and that can cause problems. Normally a simple reboot will force them to close but sometimes they are more stubborn than that and you have to manually delete them.

Search your entire hard drive for MS Access locking files. They will have an .ldb extension. They will be, most likely, in one of the Legacy folders but go ahead and search your entire hard drive for .ldb files. The search criteria is *.ldb (asterisk period ldb). Delete every .ldb file you find. This should clear the problem.
